Mr. Joseph Fuller, Jr. is the founder and Chief Executive Officer of Futron Corporation. As Futron’s Chief Executive Officer, Mr. Fuller shares responsibilities for leading the firm with the Chief Operating Officer, focusing his activities on strategic initiatives and external relations. He is also a member of the corporate Executive Team.

Mr. Fuller’s career began at the National Aeronautics and Space Administration (NASA) spanning 20 years as a NASA aerospace systems engineer, project manager, and senior executive. He is experienced in the design, development, and operations of human-piloted and robotic spacecraft, including Apollo, Space Shuttle, and TIROS/NOAA programs.

While working at NASA Mr. Fuller perceived a need for better integrated and comprehensive management solutions to technology problems. In response, he founded Futron in 1986 and set out on a mission to improve the management of advanced technology. Under Mr. Fuller’s leadership, Futron has emerged with a reputation for developing innovative, leading edge, decision management solutions.  

Mr. Fuller is a Charter Member of the Federal Senior Executive Service (SES) and a recipient of the NASA Exceptional Service Medal. He is a current member of the National Oceanic and Atmospheric Administration’s (NOAA’s) Advisory Committee on Commercial Remote Sensing and serves on the Board of Directors of the Challenger Center for Space Science Education.  Mr. Fuller is also a former member of the Aeronautics and Space Engineering Board of the National Research Council. His commitments to the community include counseling entrepreneurs and active corporate support for employee-sponsored charities.

A native of Houston, Texas, Mr. Fuller holds a B.S. in Physics from Texas Southern University and an MBA from the University of Houston. 

 

Peggy Slye, COOPeggy Slye

Chief Operating Officer
Director, Business and Market Management

Ms. Peggy Slye is the Chief Operating Officer at Futron; and also serves as the Director of Futron’s Business and Market Management services. As Chief Operating Officer she shares responsibilities for leading the company with the Chief Executive Officer, implementing corporate strategy and directing day to day operations of the company. In directing Futron’s Business and Market Management services she leads a team of analysts in meeting the decision management needs of a diverse base of global commercial and government space and telecommunications clients. 


Ms. Slye has over 25 years experience in the global satellite industry. Prior to joining Futron she served in a wide range of management positions at Intelsat, including sales, marketing and customer service. She played a leadership role in multiple organizational restructuring programs resulting from Intelsat's merger and acquisition activities, including the integration of Intelsat and PamAmSat during 2005 and 2006. At Intelsat she served in various management capacities including Chief of Staff for the Chief Executive Officer and Chief Operating Officer and Director of Organizational Development. In addition to her satellite industry career she has extensive experience in corporate performance management, including organizational design and process redevelopment. Ms. Slye is a Certified Program and Customer Service Manager and a published technical editor and freelance writer. Ms. Slye also served as an elected member of the Montgomery County Maryland Board of Education from 1984 to 1986, where she received an outstanding public official service award from the American Association of Professional Educational Administrators.

Ms. Slye is a graduate of Marquette University, Catholic University of America, and the Darden School of Business. A native of Omaha, Nebraska, she is a longtime resident of Montgomery County, Maryland. 

 

Robert Phillips

Director, Program and Technology Management

Mr. Robert Phillips is the Director of Futron’s Program and Technology Management services. In this capacity he leads a team of analysts and engineers in providing strategic and tactical program decision management and implementation services to a range of government and corporate customers. 

Mr. Phillips has over 30 years of engineering-related experience, with the past 28 years focusing on the aerospace industry. His primary responsibility since joining Futron Corporation in 2000 has been to serve as a program manager and senior resource person for cost and risk management projects. Prior to joining Futron, Mr. Phillips was Senior Engineer and Corporate Vice President at  ECON, Inc., working in support of National Aeronautics and Space Administration (NASA) and Air Force space-related programs. During his career Mr. Phillips has written risk management plans and development cost and schedule analysis for numerous launch vehicle and space exploration projects including: the Jet Propulsion Laboratory’s Genesis program, the Mars Exploration Rovers program; Evolved Expendable Launch Vehicle (EELV)-derived and Shuttle-derived launch vehicles as competing options for NASA’s Constellation Program; and International Space Station processing at Kennedy Space Center. He has also supported of Lockheed Martin Astronautics in the Space Transportation Architecture Study and supported the development of an integrated scheduling system for all Space Shuttle operations at a time when Shuttle’s plans included 25 flights per year.

Mr. Phillips is a Licensed Professional Engineer in the State of Texas and holds a B.S. in Industrial Engineering from the Georgia Institute of Technology. He also holds a Master’s of Divinity from Emory University. He resides in Houston, Texas.

 

Richard Blevins

Director of Finance and Operations

Mr. Richard Blevins is Futron Corporation’s Director of Finance and Operations. In this capacity he oversees the accounting and finance, contracts, and operations departments, and is a member of the corporate Executive Team.  

Mr. Blevins has over 20 years of corporate experience primarily in professional services consulting firms in the government contracting industry. His career began with a large publicly traded Department of Defense government contractor where he progressed from entry-level to assistant controller. Mr. Blevins has served in several senior management positions in small professional services consulting firms during which he worked with a variety of government agencies including; Department of Health and Human Services, Department of Transportation, National Institutes of Health and the National Science Foundation, as well as a diverse group of private sector clients. Mr. Blevins was the Senior Vice President of Finance and Administration for a leading national marketing communications firm and was the former Chief Financial Officer for a health information management firm. Most recently he served as the Chief of Finance and Administration for a public affairs and strategic Internet technology consulting firm. Throughout his career history Mr. Blevins has managed all facets of corporate administration and operations including; accounting, finance, contract administration, human resources, treasury and facilities management.
 
Mr. Blevins earned his B.S. in Accounting from the George Mason University, Fairfax, Virginia and also has completed the government contracting certificate program at the University of Virginia, Falls Church extension. Rich is a member of the National Contract Management Association and the Society for Human Resource Management. He maintains his certified public accountant license in Virginia. He resides in Montgomery County, Maryland.

 

Vandi Theriot

Director, Human Resources

Ms. Vandi Theriot is Director of Human Resources for Futron Corporation. She leads the design and implementation of Human Resources strategies and initiatives and provides Human Resources decision support for all firm employees and locations.

Ms. Theriot has over 14 years of experience in human resources management. She is experienced in strategic staffing, training and development, and benefits, compensation and employee relations. At Futron Ms. Theriot has lead the development and implementation of human resource polices and employee training programs, including creating the curriculum for Futron’s major internal training program. She has developed and executed strategic staffing plans associated with major contract awards and provided support for the placement of employees in contract assignments. Prior to joining Futron Ms. Theriot served as Human Resources manager for two firms in the Houston,Texas area.

Ms. Theriot is active in Bay Area Human Resource Management Association, in the Clear Lake, Texas area, and has served in past as both the organization’s president and vice president. She holds several certifications in areas related to Human Resources management, including that of a Senior Professional in Human Resources.

Vandi holds an M.A. in General Behavioral Sciences, with an emphasis on Industrial Psychology, from the University of Houston at Clear Lake and is also a graduate of Texas Tech University. She resides in Houston, Texas.
